Abstract
The stimulation for this study lies in the fact that many of the State Relief School Units in Indiana are in financial distress. This distress is evidenced by numerous articles in the Indiana newspapers stating that many of the teachers in the State Relief Units were not receiving their salaries at the time they were due. The salaries of some of the teachers for the school year 1928-29 were still unpaid in 1930. The money given by the state was insufficient to meet the needs of these State Relief School Units.
